REACH (Registration, Evaluation and Authorization of Chemicals System) is European Parliament’s proposal envisions making industrial enterprises responsible for testing their chemical substances for possible hazards to consumers and the environment. The onus is on them to document that substances do not pose a hazard. In accordance with the “no data, no market” principle, substances will in the future only be permitted to be placed in circulation if sufficient data is available. Based on the list of 15 SVHC(Substances of Very High Concern), EU announced in Nov 28th 2008 that customers have the right to request enterprises to present the proof of material safety and other obligations.
